According to a report in the British broadsheet the Guardian, Everton have made it clear to Premier League money-men Manchester that neither Mikel Arteta nor Joleon Lescott are up for sale.
It is claimed that Citizens manager Mark Hughes is aiming to guide the club away from the relegation zone, which they sit only one point above, by bringing in players with proven track records in the Premier League.
Apparently, the former Welsh international has already drawn up a list of potential transfer targets for the new year and both Arteta and Lescott are high up on it.
However, while Everton might not have bags off money to throw at new signings themselves, it is believed that they are in no hurry to sell star players in order to balance the books.
Furthermore, both players have contracts at Everton which run until 2012 and would therefore command huge transfer fees, which would be no problem for City, but the Toffees are not willing to let go of key players.
