Mark Hughes is desperate to sign the Paraguayan international striker in the New Year, as he looks to add more firepower to his squad at Manchester City.
Bids of £12million and £14million were rejected by Rovers in the summer, but the Blues boss was confident of landing the 27-year-old former Bayern Munich man for £16million in January.
However, reports are now suggesting the Ewood Park club are holding out for £20million for Santa Cruz, as they look to take advantage of the new found wealth at Eastlands.
